ORMA Key Measure Advances as Retail Crime Bills Clear Senate Public Safety Committee

Senate Bill 1980, an ORMA Key Measure this legislative session, has advanced out of the Senate Public Safety Committee. The bill passed along party lines by a 6–2 vote and now moves forward in the legislative process.

SB 1980, authored by Senator Bryan Logan, strengthens Oklahoma law by creating clear criminal offenses related to gift card and gift certificate fraud, a growing tactic used by organized retail crime rings. The measure establishes new penalties for the unlawful acquisition, tampering, trafficking, or fraudulent use of gift cards and their redemption information. By clearly defining these offenses in statute, SB 1980 equips law enforcement and prosecutors with the tools needed to address increasingly sophisticated theft schemes impacting retailers across the state.

Also advancing out of committee is Senate Bill 1462, which likewise passed on a 6–2 party-line vote. SB 1462 extends the sunset date of the Oklahoma Organized Retail Crime Task Force through 2036, ensuring the continuation of coordinated efforts between retailers, law enforcement, and state leaders to combat organized retail theft. The bill updates statutory language and preserves the Task Force's role in studying retail crime trends, recommending policy solutions, and supporting enforcement efforts statewide.

Both measures reflect ongoing legislative momentum to address organized retail crime and protect Oklahoma businesses, employees, and consumers.
